Before I continue with the admin's motives for this move, let's see what's being offered.
The new plan goes for 12 days, just as the rest of the plans, but it offers a lower return. In addition, instead of the daily withdrawal, you can now only withdraw upon expiry. So the new plan offers 120% after 12 days, which boils down to 10% daily for 12 days. The only difference between this and the other 10%-daily plan is that you can only withdraw upon maturity, and you don't need to surf as well.
The admin initiated this move as he presumed that people would be away this festive season to celebrate with their families. So, being a considerate admin, he decided that a plan that pays upon expiry would suit this particular situation.
For those who are considering: why invest in this plan(which pays less) when you can put the same amount and get 144% after 12 days? Well, again, this plan does not require any surfing done during the 12 days; the 144% plan requires that you surf daily.
So the whole idea here is that you don't need to surf, but you will earn a lower return. And you only get to withdraw after 12 days.
Will this plan be popular? I'm not sure, because I'm sure many will not mind surfing 5 minutes a day. However, there will be some who look forward to this plan as it suits their schedule better.
